Setting the Context -- Where Are We Today?   

What Is:   The super-wealthy money interests have managed to take over the nation's political structures and thus control just about everything of any significance everywhere in the entire country, including the oval office of the Whitehouse.   Major world-altering decisions are made in secret, in corporate boardroom meetings, overseen by very intelligent, criminally-insane, ego-centric, multi-billionaires.   The boardroom decisions are then passed on to the politicians that these corporations have in their pockets and the corporate decisions soon become the law of the land.   (We have more about "The Powers That Be" on the page titled:   Why?   Why?  Why?   

What Can Be and What Will Be:   We are creating a peaceful revolution using the power of money as our weapon.   Similar to indentured servants we intend to buy back our freedom.   Also, we intend to buy back our country, and fortunately for us, we have an incredibly simple, yet profoundly effective way of doing so.  

The People's Foundations:  (aka  Pēp-Fo)   is a nation-wide, county-level, network of mutually-supporting, independent, non-government, non-big-business, no-profit foundations that will provide high-quality fair-priced services -- services such as providing a public service banking system that actually serves the people.   The network, called "The People's Foundations," (aka  Pēp-Fo) once established, will easily be able to beat the The Powers That Be at their own game of generating profits.   Instead of putting additional billions of dollars into the vaults of the super-wealthy, our foundations will: 
***   redirect the profits into rebuilding the county, state
          and nation's infrastructures, respectively,
***   Put millions of people back to work,
***   Completely replace the existing public service banking system,  
***   Drastically reduce the destruction of our environment, and
***   Set up county-level emergency systems designed to provide
         locally-controlled basic human services in the event of
         a major national or global-level disaster.

A Review of Our Proposed Foundations   

There are about 3,500 counties or county-equivalent political structures in the United States.   Our proposals suggest creating three cooperating yet independent networks of non-government, non-big-business, no-profit foundations.   In our proposed structure, each county has three foundations.   Each is controlled directly by the citizens of the county, and is intentionally created outside of the control of any and all, existing political and corporate entities.   The people of the county, state, and nations respectively, are the named beneficiaries of the foundations.   The people are also, by electing the foundation's management teams, the ultimate controllers of the foundation's assets.  

An Alternative to Taxation:   The independence of these foundations dramatically reduces the need for the traditional taxation structure where the government simply declares itself to be the ruler of all who reside within its jurisdiction and then proceeds to demand money from the people under threat of violence against those who do not pay the extortion fees.   With the proposed NPO structures, a very significant portion of the money to run the government agencies comes from profits and not from extortion.   This is a complete reversal of the way government presently finance their activities.

This system has the potential to completely eliminate taxation.   We won't know the full extent of their financial potential until the network of foundations are actually functioning.  

Another significant attribute is that the government bureaucrats who want foundation money must come to the foundations with requests for money.   The foundation directors  (under the ultimate control of the people of the county)  decide what money goes where and for what purposes.   This system dramatically reduces the potential for anyone to misuse  the foundations' financial power for political control or for personal gain at the expense of others.

The Services Provided:   The foundations, either directly, or indirectly, (by establishing a foundation owned for-profit corporation) provide a specific set of services.   The profits from these services are directed to the foundation's beneficiaries.   The beneficiaries are the county residents, state residents, and nation residents, respectively. 

The Public Service Banking Foundations:  
**  Beneficiaries  -- The citizens of the county. 
**  Services Provided:   Home loans, Small business loans, Auto loans,
       Student loans, and Personal loans. 
**  How the profits are used:  
**  Ten percent is placed in profit-producing investments
            and is never spent.  
           For example, the foundation could buy stock in a corporation.  
**  Ten percent can be used to purchase any assets the foundations chooses
           to purchase.  
**  Eighty percent goes to the named beneficiaries.  

The Insurance Foundations:  
**  Beneficiaries:  The citizens of the state.
**  Services provided:   Homeowner insurance, Auto insurance,
      Health insurance, Business insurance.  
**  How the profits are used:  
**  Ten percent is placed in profit-producing investments
              and is never spent.  
             For example, the foundation could buy stock in a corporation.  
**  Ten percent can be used to purchase any assets the foundations chooses
           to purchase.  
**  Eighty percent goes to the named beneficiaries.  

The Credit Card Foundations: 
Beneficiaries:   The citizens of the United Sates  
Services provided:   Credit card lending.  
**  How the profits are used:  
**  Ten percent can be used to purchase any assets the
             foundations chooses to purchase.  
**  Ninety percent is used to purchase stock in corporations leasing
        public property for any reason such as coal, oil, and/or any other
         land use rights.  

**   Also the foundations may choose to pool
        their resources and literally purchase controlling interests in corporations
        that are destroying any irreplacable natural resource
        such as the last of the virgin redwood forests.   For an example and

**  The profits from the investments and only the profits are then directed to the foundation's named beneficiaries.  

Priorities:   Priority One for all three foundations is to first direct the profits into building the county's infrastructure for Emergency Preparedness and Public Safety.   See the sections below titled:

Creating a Real Free Market:   What is presently labeled a free market is actually not a  free market, it's a make-believe free market.   In reality, it's an exploitation market in which the super-wealthy (by way of the major corporations) exploit everything and every one, including the Earth's environment in their thirst for more money. msc003)   Why the super-wealthy are obsessed with collecting more money is answered on the page titled:   Why?   Why?  Why?   

Three Foundations in Each County:   The services provided by these foundations are not in any way inhibiting or restricting the existing for-profit corporations that are presently providing an incredibly poor quality versions of these services.    We are simply offering the potential customers another place to take their business and spend their money.   This is, after all, what the so-called free market proponents say that they want -- no government interference --no government competition --  a completely free market.   The customer makes the final decision.  

Please Be Aware:   The Powers that Be will resist and fight any and all efforts to establish this network of foundations.   Why?   Because customers who are now paying excessively high prices for shoddy products and services will take their business to these new foundations.   When that happens,   The Powers that Be will lose their cash cows.   They will lose the sources of income through which they are presently raking in hundreds of billions of dollars every year.

They'll resist the establishment of  Pēp-Fo  for the same reason why they are keeping certain drugs illegal.   The illegal drug business is a 500 billion dollar a year, secret cash cow for somebody.   It doesn't take Einstein or Sherlock Holmes to figure where all the cash is going and whose laundering all that money.

***   Emergency Preparedness and Public Safety

Another very important reason for using the county as our basic social structure is that counties are large enough to provide many of the basic services required for human survival at a reasonable level of efficiency and also small enough to be manageable in times of emergency when outside-the-county supplies and services may very well be unavailable.   The county is also small enough to provide a sense of community -- a sense of belonging.  

Editor's Note:   The descriptions in this section will probably not be functional and feasible in counties with very high population densities.  

Service Presently Available in Fully-functioning U.S. Communities:    Here's some of the services that we presently enjoy and often take for granted-- services that individuals, or families, or even small groups of people will probably not be able to provide on their own.  

Communication:  --  Television  --  Radio  --  Telephone  --  Email  --  Physical letter and package delivery.  

Transportation:  --  Cars  --  Trucks  --  Busses,  --  Trains,  --  Aircraft  --  boats.  

Utilities:  --  Water  --  Sewer  --  Electricity  --  Fuel for transportation and home use  --  streets, roads, highways, bridges.  

Medium of Exchange:   Money  --  Credit cards  --  Banking

Computer Related:  --  Logistics control  --  Business management  --  Information services.   

Emergency Government Service:  --  Police protection  --  Fire suppression  --  Emergency medical assistance.  

Food and Water, long-term. . . :   Farming  --  Animal husbandry  --  We encourage each household to have an emergency supply of food and water.  

Housing and Animal Shelter:  --  Carpentry --  Plumbing  --  Masonry  --  Electrical  --  and all related skills.  

Additional Items:  --  Clothing  --  Tools  --  Raw materials  --  Store-bought goods  --  Education  --  Hospital services.  

When you take a moment to examine the above list it immediately becomes obvious how incredibly interdependent human life on planet Earth actually is, at least in the United States and in other developed countries.  

Because we are very likely living in a time where major Earth changes and/or cosmic level shifts may take all of humanity on a unexpected and highly-destructive ride and because of the absolute certainty of what human activity has done and is still doing to our environment, we need to be prepared to face disruptions in most of the above services that we now take for granted.   How do we do that.   We have to do so collectively, and county-sized social structures are the best options the the average citizens presently have available.  

Governments and the super-wealthy have spent billions of dollars preparing shelters for themselves and for a few who will be their workers in post-catastrophic times, but the rest of us (literally millions of people) are considered expendable.   In a national or global-level emergency, and will be abandoned and left to fend for ourselves or die.   More on this topic on the page titled:   Why?   Why?  Why?   

County-Level  Emergency Preparedness

When the three foundations, as described above are set up and functional, the people in the county will soon have the money necessary to create many of the tools, facilities and other things required to assist people in times of emergency.   Here are a few examples:

Communication:  --  An inter-county communication network  --  Two -way ham radio network.   A local communication system is also vital.  

Energy:  --  The tools and equipment required to transform wind, water, and solar energy into electrical power.   A supply of state-of-the-art rechargeable batteries and energy-efficient lighting systems.  

Medical - Dental:  --  A stockpile of medical equipment and supplies tools and equipment.  

Library:  --  with "how to . . ." books and general education books on all topics, with sophistication levels ranging from kindergarten to post doctorate.   How to books on construction, plumbing, carpentry, electrical, etc.  

Emergency Militia:  --  Citizen soldiers similar to the present, state-controlled national guard to be available when necessary for community protection, safety and for special projects.   Also a special cavalry-trained unit capable of tracking down and eliminating any and all roving gangs of criminals. 

Farming:  --  County run gardens with spaces for private gardens for families who choose to have a garden., including training in how to grow fruits and vegetables.   Orchards of fruit trees that grow in the local climate. 

Animal Husbandry:  --  County run animal husbandry farms and education facilities, including a substantial number of work horses and riding horses.

Shelter:  -- 
***   For individuals, small, self contained mobile homes
         will be the structures most likely to survive a major earthquake.  
***   Large building will very likely be destroyed or severely damaged
         in a major earthquake.  
***   We suggest building an emergency, underground, county
          police, fire and medical control center in each county.    
***   Stockpiling emergency items in the large, steel, oversees
         shipping containers.   When emptied, the containers
          an be used for emergency shelters.  
***   Used school busses can be stripped of seats and uses
        as emergency structures. 

Clothing:  --  Choose clothing well made using natural fabrics such as cotton, wool, hemp and the like.   High-quality shoes and boots.   Have coats and jackets for colder weather than normal.  

Transportation:  --  Fuel for internal combustion engines could be and almost certainly will be unavailable for a considerable amount of time.   In the interim, horses, mules, oxen, and bicycles would very likely be the only means of transportation.
